HPP Partners with Butuo BoE on to Support the ‘One village, One preschool’ Policy

Butuo County is a nationally designated poverty county. According to official statistics, approximately 1/3 of the population lives below the national poverty line of 2300RMB/person/year; most remaining villagers have less than $2 to live on per day. To help alleviate some of the challenges in Butuo, Humana People to People (HPP) started community based projects targeting both the young and the old. The projects are: 1. Total Control of the Epidemic (TCE), an HIV/AIDS program designed to curb the spread of HIV and to help the infected and the affected. 2. Community Development (CD), a comprehensive capacity development project targeting nutrition and health of impoverished children in rural areas and aiming to improve children’s growing condition and healthy environment. 3. Preschools of the Future (POF), a program designed to assist children in the most remote rural areas where they have no access to early childhood education. The purpose of the “Preschools of the Future” community preschool project is to prevent poor children becoming poor adults. The POF project is mainly focused on providing preschool education to poor children between 3-6 years living in rural areas.

The idea of the “One village, One preschool” policy


In October 2015 the Liangshan Prefecture Communist Party Committee issued an implementation notice following the working requirements of relevant national and provincial level for upgrading the development of preschool education. The idea is to introduce preschools in all villages, thus also enabling children of poor parents in remote areas to receive preschool education. This will among other positive effects help the Yi and Zang Minorities to overcome the barrier from their native language to Mandarin. This will also help to gradually form healthy life habits and create a foundation for compulsory education. By building and renovating township kindergartens, opening village-level preschool classes and by supporting preschools run by private people, this will create a preschool education system which covers both the county, townships and village levels. The policy of Liangshan Prefecture fits very well with Humana People to People’s concept of POF (Preschool Of the Future). Therefore an agreement was made that Humana People to People in support of Butuo County Bureau of Education (BoE) will train, manage and supervise 40 POF schools in Butuo.

On the 21st of April 2016 this agreement was signed by ‘Butuo County BoE’, giving Humana People to People green light to start implementation.

This cooperation agreement paved way for HPP to expand from the previous 21 preschools to an additional 19 new preschools reaching up to a total of 40 preschools. This has created a strong relationship between HPP and the Butuo County Local Authorities which will enhance further development and expansion of preschool education for the under privileged in Butuo County. Responsibilities for the two parties are shared like this: HPP will actively contribute by training teachers and running the classes. BoE will be responsible to follow up on child care, health supplies, teachers and office supplies. HPP is responsible for management/implementation plus training of the teachers and provision of teaching materials. At this meeting it was agreed that HPP will support BoE in managing the 80 instructors in those 40 classes. From these instructors HPP will select 6 Core Instructors. HPP will on a monthly basis monitor and evaluate instructors and in cooperation with BoE suggest replacement of instructors who are unsuitable for their positions. HPP will organize training quarterly and monthly and on- site supervision of the selected key instructors. The training will increase their capacity and train them to take charge in leading and training teachers. HPP will improve the capacity, skills and knowledge on Early Childhood Education for all 80 instructors in the project through organizing minimum 200 hours of training and studies annually. Part of those trainings will be carried out monthly by the key instructors, supervised by HPP and the other part will be carried out by HPP’s key staff in cooperation with Sichuan Normal University on 2 times 4 days bi-annual training. By the start of the project all instructors will get a 2 days introduction to the POF systems and tools. HPP will also organize, supervise and make sure that all instructors carry out training of parents 6 times annually. HPP will dispatch a coordinator and 3 key staff in Butuo to secure the successful implementation of the training and capacity building for instructors and key instructors.


HPP’s Project Service Center will establish a sub-branch in Liangshan to facilitate the coordinators, organizers and to develop tools and materials for the trainings. The Liangshan Project Service Center will establish cooperation with Sichuan Normal University to supervise trainings and training materials. HPP will provide its well proven set of “20 POF tools” (HPP POF concept) to be used by key instructors and organizers in Butuo to professionalize training, monitoring and supervision of the projects. HPP will use all materials provided by BoE for the “one village, one preschool” policy and will in addition provide a package of HPP’s own developed training materials for each instructor. HPP will cooperate closely with BoE, Township center school, Village Committee and other related government agencies on all levels.
