Financial Manager (FM)

Job Description

1. Position Name:  Financial Manager

2. Report to:  Country Director (CD)

3. Location: Kunming, Yunnan Province

4. Basic salary range: Commensurate with experience within HPPC's salary structure

5. Basic Functions:          

a) Responsible for the proper maintenance of all the financial records and reports.

b) Responsible for working closely with the project office Admin/Finance Officers and working closely with county project Managers on monitoring & evaluation of finances in the project offices.

c) Responsible for reporting regularly to the financial office of the International Humana People to People Federation (FAIHPP).

d) Other duties assigned by the CD.

Humana People to People China (HPPC) www.hppchina.org.cn - works to create better development opportunities for disadvantaged people through solidary actions, standing shoulder-to-shoulder with those in need, striving for a better tomorrow.

We work on Rural Development, Rural preschool education and Rural health programs in Yunnan, Chongqing and Sichuan.

HPP China has about 50 staff, working in about 10 project counties and 2 offices.

The FM oversees a finance and administrative team of 5-6 administrating about 20-30 grant contracts, with an annual turnover of CNY 10-15 Million and growing.

6. Principle Duties and Responsibilities:

a. General and CD Support.

l Coordinate with the CD and International Program Advisor to set financial guidelines and regulations.

l Routine preparation of HPPC financial status and cash flow.

l Routine review of HPPC projects financial status and cash flow.

l Oversee and secure all other financial, HR related and legal matters.

b. Financial management and grant oversight

l Secure that all HPPC finances are handled properly as per law, regulations and HPP’s internal financial policies.

l Assure accounting records and files are properly maintained.

l Responsible to make a decision according the Financial Guidelines to approve or not a advance request from other HPPC staff if the CD is not in the office to make the approval.
