“One Village, One Preschool” Policy in Liangshan

The overall goal of the Liangshan Yi Ethnic Minority Autonomous Prefecture Government and Party Committee for preschool education is: establish and improve the long term mechanism for the development of preschool education, and develop a school management system which covers both rural and urban areas, which is appropriate and which could meet the needs of preschoolers to receive preschool education.

Until the end of 2016, the gross enrollment rate for three year preschool education shall reach more than 85%. The task for “One Village, One Preschool” Policy is to open preschool teaching sites in administrative villages and natural villages with relatively big population and centralized residence which have not had preschool resources. The new policy will be piloted in 2015 in the counties and cities with proper conditions. During 2015 above 800 preschools should be opened. In 2016 80% of the planned sites should open in the spring semester and by the autumn semester all forecasted 3000 sites across the prefecture should be fully up and running.

Preschool education shall not only be accessible, but compulsory and free. After the spring semester 2016, the preschoolers will get gradually exempted from charges for their preschool education, and living subsidies will be provided to students currently studying in town/township and village preschool kindergartens or village preschool teaching sites.

Village level teaching sites will be properly designed across the prefecture. The principle of “One Village, One Preschool” shall be kept. Teaching sites have one or more mixed aged classes for the 3-6 years old. Each class will have around 30 children and two instructors. Intensive trainings will be provided to the village instructors and all classes will be fully equipped with books, toys and kindergarten equipment. Teaching will be bilingual (Yi language and Mandarin). Teaching quality will be ensured. Funds for opening the preschools will be sourced in an overall manner from both county, prefecture, provincial and national governments. 

In order to strengthen education and support the “One Village, One Preschool” policy earlier this month, Sichuan TV visited Butuo County and interviewed the HPP preschool in Bolang Village which implements the “HPP Preschool of the Future” model. The anchor led the production team to visit the preschool and film the school environment and the daily activities of the preschool class such as children interacting with teachers, children washing hands, brushing teeth and the teacher taking children to do outdoor activities etc. The anchor also interviewed HPP project manager Luo Rujing who is in charge of the HPP Butuo project. He has worked in preschool education for many years and he is very positive to this initiative of implementing “One Village, One Preschool” Policy. He sincerely hopes that all children in Liangshan Prefecture can receive the opportunity of attending preschools. They are critical to give these village children a fair and equitable self development platform. 

The 21 preschool classes opened by HPPC in Butuo county have been integrated into the system of the Liangshan “One Village, One Preschool” Policy. All preschools classes got equipped with all required facilities such as new tables and chairs, TV, teaching tools, toys, etc.

HPPC Butuo Preschools in Tuojue Town are funded by the Shanghai Charity Foundation’s Rural Early Childhood Education Development Fund.(15 classes in 4 administrative villages), by Shanghai United Foundation (3 preschool classes in 2 villages) and by FAIHPP (3 classes in 2 administrative villages)
