​ Supervision on Qiaojia County Rural Community Preschool of Future Project

From March 27 to 28, 2018, Chen Dandan (Project Leader) and Fu Ning (Expert) of World Bank Yunnan Project Office, Zhang Yu (Director) and Qin Tianyue (Staff) of Foreign Loan Management Office of Yunnan Provincial Department of Education), Deng Qinghua (Deputy Director) and Yang Hailong (Head of Education Unit) of Qiaojia Education Bureau, and Li Jiarong (the Leader in charge of preschool education in Qiaojia County), as well as, Bu Zi Yi Ri (Project Leader) and Ji Xiaolong of HUMANA PEOPLE TO PEOPLE Qiaojia County Rural Community Preschool of Future Project, performed supervision on Yeyatang Preschool in Baihetan Town, Qiaojia County and held a summary meeting.


On March 27, Yang Hailong, the Head of Education Unit of Qiaojia County, introduced the basic situation of preschool to the visiting guests. Five rural community preschools were officially opened in on March 12, with a total of 159 students, including 30 ones in Yeyatang Preschool, 38 ones in Xiaotian Preschool, 37 ones in Fatu Preschool, 27 ones in Shuitang Preschool, and 27 ones in Maiping Preschool.

Project Leader Bu Zi Yi Ri reported on the progress of five rural community preschools. From January 16, 2018, Teacher Li Jiarong, who is in charge of preschool education in Qiaojia Education Bureau, and the leaders of central schools and the principals of schools, together with staffs of HUMANA PEOPLE TO PEOPLE Qiaojia County Project Office, jointly carried out a mobilization meeting for parents. The main contents of the mobilization meeting included introduction about the concepts, the charging standard, and the equipment standard for Qiaojia County Rural Community Preschool of Future Project.


At the beginning of February 2018, HUMANA PEOPLE TO PEOPLE and Qiaojia Education Bureau screened 15 applicants recommended by the parents of five communities and village committee, and identified 10 teachers based on their education experiences in village and preschool. 


HUMANA PEOPLE TO PEOPLE Preschool of Future Project organized a 15-day initial training for teachers from February 24 to March 10, 2018. Bai Hui, the Trainer of HUMANA PEOPLE TO PEOPLE, director and several deputy directors of Qiaojia County No.1 Kindergarten completed the training. The contents of training included: preschool education concept, safety and other theoretical knowledge, dance, handwork and follow-up internship and other practical activities.


The Project Leader Bu Zi Yi Ri showed the teaching tools of Project Teachers to the visiting team, such as the teaching resources, the weekly plan, monthly topic and the learning corner of Preschool of Future Project developed by HUMANA PEOPLE TO PEOPLE.

Mr. Fu Ning, an expert from World Bank, asked about the difficulties since the start of preschool and the writing of weekly plan. The Project Leader Bu Zi Yi Ri said that the biggest difficulty facing is that the preschool is not fully equipped with facilities (tables, chairs, toys, and beds, etc.) and he detailed the development method and approval process of weekly plan.

Leaders of Yunnan Provincial Department of Education communicated with project experts of World Bank and field project executives about the progress and difficulties encountered by preschool


After the end of visit to Yeyatang Preschool, Deng Qinghua, Deputy Director of Qiaojia Education Bureau, led the World Bank team and staffs of Yunnan Provincial Department of Education and HUMANA PEOPLE TO PEOPLE Qiaojia County Project Office to visit Qiaojia County No.1 Kindergarten and Lvdao Kindergarten, so as to learn about the operation and classroom decoration of kindergartens. Mr. Zhang Yu encouraged Project Office to visit other excellent kindergartens in order to better discover and make up for the deficiencies, and clearly recognize own advantages. At the same time, they hope that Qiaojia Education Bureau will recommend excellent county institutional kindergartens and private kindergartens to offer some support and assistance to community preschools.

In the afternoon of March 28, Yunnan Provincial Department of Education, the World Bank and Project Team, Qiaojia Education Bureau and staffs of HUMANA PEOPLE TO PEOPLE visited Lvdao Kindergarten in Qiaojia County.


The summary meeting was held in the morning of March 28 in the conference room of Qiaojia Education Bureau. Deng Qinghua, Deputy Director of Qiaojia Education Bureau, expressed his sincere gratitude to Yunnan Provincial Department of Education and the World Bank Team, and he hoped that experts will make more suggestions for community preschools.


Zhang Yu, the Director of Foreign Loan Management Office of Yunnan Provincial Department of Education, said that after the visiting to Yeyatang Community Preschool, he found that there is a lot of space for the creation of teachers and school environment.


He recommended that Qiaojia Education Bureau and HUMANA PEOPLE TO PEOPLE Project Office should organize teachers to accept further training, improve the classroom facilities and strengthen the construction of school environment. Mr. Fu Ning, the expert from World Bank, emphasized that the concern for left-behind children need to be put into practice.


At the end of meeting, Yang Hailong, the Head of Education Unit of Qiaojia County, expressed his gratitude to all valuable comments, and made prospect for the future management of Community Preschool of Future Project. He said that Qiaojia Education Bureau will continue to work together with HUMANA PEOPLE TO PEOPLE Project Office to overcome difficulties and work together to realize better operation of the Qiaojia County Rural Community Preschool of Future Project.

About the Project:

This case is sourced from HUMANA PEOPLE TO PEOPLE Qiaojia County Rural Community Preschool of Future Project, for which Qiaojia Education Bureau entrusted the The Federation for Associations connected to the International HUMANA PEOPLE TO PEOPLE Movement (Switzerland) Yunnan Representative Office to provide consulting services for the Project. The purpose of Rural Community Preschool of Future Project is to help poor children get rid of poverty; establish preschools in village communities in outlying poverty-stricken areas, transform the unused or spare classrooms and activity room of local schools to preschool classrooms, recruit and train preschool teachers locally, and set up parent committee to assist schools and Project in managing preschools. Usually, the preschool will enroll children aged 3-6 to form a mixed-age class. The children in remote rural areas can be well prepared for entering primary school after they received preschool education.
