“Citi-HPP” Wulong Rural Small Enterprise Development Project Invites Experts to Do Impact Evaluation

Wulong Rural Micro Enterprise Development Project is funded by CITI Foundation through United Way Worldwide, and jointly implemented by Wulong County Poverty Alleviation and Development Office and Humana People to People (HPP), in order to support the development of poor rural areas of Wulong County. The project is a two-year project starting January 2014. The project grant budget for 2014 was US$200,000, and for 2015 US$150,000, of which Community Development Fund (CDF) composed 50,000$. The project is implemented in 6 administrative villages of Haokou Townships and 3 administrative villages of Baoluan Townships in Wulong County and covers 50 villagers groups with 1700 households. The project draws lessons from Chongqing Wanzhou Farmers’ Club model to increase farmers’ income through providing services like trainings and financial support, scientific planning, disease control and prevention and etc. to improve people’s self-development and poverty alleviating abilities.

Since the project was implemented in Jan 2014, it’s work and results were recognized and acknowledged by leaders of Poverty Relief Office (PRO) and local households. The project will close at the end of this March. Leaders of the county PRO expressed that they would try their best to help project office to do the finishing work, and gave their thanks to HPP for her selfless contribution in Haokou Township Wulong County since Jan. 2014. In order to get a scientific evaluation, draw lessons from experience, and give advice for future work to the project and the government, HPP invited Professor Zhang Huijun and the team from Yunnan Academy of Social Sciences as the third party to evaluate project results scientifically and rigorously.

During the evaluation, through referencing project plan, researching the project records, interviewing village leaders in details, doing questionnaire survey and other evaluation methods in selected households of the 6 project administrative villages, the third-party assessors will get primary data to objectively evaluate and assess project’s implementation effect and demonstrating compliance, summarize project’s output, achievement, experience, feature and innovation points, and discover project’s deficiencies and problems, and finally put forward the corresponding solutions and strategies based on empirical facts. Meanwhile, according to the summative evaluation, the project can present new ideas and methods as reference information about rural development for township government.

At the end of January , the interview and data collection work had already been finalized under the joint efforts of the experts, project workers and volunteers and village leaders’ and households’ support. At present, the third-party assessment team has accomplished and submitted the final evaluation report draft and the final report will be done in March.
