Chongqing Holds Expert Consultation Meeting for "Climate-Resilient Village" Model Exploration Project | Proposal Unanimously Approved

On the morning of April 29, 2026, the Chongqing Hemei Village Construction Research Institute (hereinafter referred to as the Institute) organized a special meeting in Conference Room No. 3 of the Chongqing Municipal Agriculture and Rural Affairs Commission. The meeting was held to conduct expert consultation and review on the "Exploration of the 'Climate-Resilient Village Construction and Development' Model in Southwest China under the Background of Ecological Civilization and Rural Revitalization" project. The meeting was chaired by the relevant head of the Municipal Agriculture and Rural Affairs Commission Rural Social Undertakings Promotion Division , the supervisory authority of the Institute. Representatives from "Humana People To People China" and authoritative industry experts attended the meeting to offer suggestions for the project's advancement.

It is reported that the meeting proceeded strictly according to the established agenda. First, the project team presented in detail the drafting background, core content, and preliminary preparation of the project application materials, comprehensively elaborating on the project's core positioning. This positioning targets the current production and living conditions in Chongqing's regular assistance areas, focusing on the "left-behind elderly and children" groups and the relative shortage of labor. Subsequently, the attending experts engaged in in-depth discussions on the project plan, combining Chongqing's climatic characteristics, future change trends, and the actual conditions of rural development, and put forward a series of targeted and highly actionable suggestions.

The review invited five authoritative industry experts to form the review panel, including Professor Li Liangfu, Vice Chairman of the Comprehensive Disaster Reduction Professional Committee of China Meteorological Service Association, Former Deputy Director-General and First-Class Inspector of Chongqing Meteorological Bureau; Li Yonghua, Director of the Chongqing Municipal Climate Center; Zhang Tianyu, Senior Engineer at the Chongqing Municipal Climate Center; and Professor Pan Jiaen, Deputy Dean of the Rural Revitalization Strategy Research Institute of Southwest University. After thorough discussion and rigorous review, the expert team unanimously agreed to pass the project plan. They deemed that the plan meets the requirements of the ecological civilization and rural revitalization strategies, can serve as a guiding basis for the construction of climate-resilient villages in Chongqing's mountainous areas, and agreed that after revisions and improvements, it could be submitted to relevant international public welfare funds for project implementation.

The expert review panel pointed out that the project plan, with "buffer, adapt, and transform" at its core, has constructed a construction logic framework covering five dimensions: policy and talent flexibility, livelihood resilience, ecological resilience, low-tech infrastructure resilience, and community response resilience. This framework precisely aligns with the actual needs of Chongqing's mountainous areas and demonstrates strong relevance and feasibility. Considering Chongqing's current climate characteristics of "alternating drought and flood, with drought as the main pattern and prominent high temperatures," the experts collectively formed suggestions for revision and improvement in six areas. Regarding project optimization, the experts recommended focusing on six aspects for improvement. For example, they suggested combining development trends during periods of climate fluctuation to refine long-term coping strategies and model practice summaries, thereby providing support for the project's sustainable advancement and model optimization; enhancing the representativeness of the project demonstration sites, scientifically and rationally laying out the project, promoting the organic integration of overall production and daily life with agriculture and rural areas, fully leveraging the demonstration and leading role, and helping to enhance rural resilience.

Michael Hermann, Chief Representative of Humana People To People China, along with project supervisor Luo Ruhong and project manager Li Xiaojun, acknowledged the experts' opinions and suggestions and stated that they would further revise and improve the project plan accordingly. The relevant head of the Chongqing Municipal Agriculture and Rural Affairs Commission  stated that they would continue to provide guidance for project application and services for project advancement, promoting the project's implementation and effectiveness. By using climate-resilient village construction as a starting point, they aim to address the pain points of rural development in Chongqing's mountainous areas and contribute to comprehensive rural revitalization.

The successful convening of this expert consultation and review meeting has clarified the direction for optimizing the "Climate-Resilient Village" model exploration project and provided significant support for the integrated development of disaster prevention and mitigation, ecological civilization construction, and rural revitalization in Chongqing's mountainous areas. In the next steps, the project team will refine and improve the plan according to the experts' suggestions, accelerate the project's application and implementation, and strive to create a replicable and scalable model for climate-resilient village construction in Chongqing's mountainous areas.
