Revisit the preschools in Shangri-la

In May 2013, HPP ended operations of the Shangri-La POF and handed over all 11 POF to the local community and the local Bureau of Education(BoE). One year later, on May 2014, HPP staff went to Shangri-La to visit the 11 former project villages and get updated on the 11 preschools’ operation status, achievements, and what challenges they face now.

 

POF has deep impacts on local 3-6 year old children’s preschool education:
1. Prior to HPP preschool opening in 2010, there was no preschool in Shangjiang Township. Now 5 administrative villages in Shangjiang Township all have preschool or kindergarten.
Among them, Gelan preschool has already been taken over by the BoE, who will establish a public central kindergarten in Gelan village.
2. 5 preschools in Jinjiang Township and Shangjiang Township are preparing to become private kindergartens.
3. Preschools still face challenges after HPP ended its operation. Now most the preschools are run by village committees, however they lack funds and human resources to support the
preschool’s operation. Other challenges include preschool teachers’ lack of training and support.
