To integrate green and low-carbon development into the national education system, the Ministry of Education issued ‘the Implementation Plan for the Construction of the National Education System for Green and Low-carbon Development’ on October 31, 2022, requiring all relevant education departments and institutions to earnestly implement the plan based on the actual situation.

In 2020, the Office of the Education Department of Yunnan Province issued the Notice on the Launch and Implementation of the EU-Humana Yunnan Low Carbon School Pilot Project which launched the pilot project in Kunming's Wuhua, Panlong and Chenggong districts and achieved good results. In 2021, the project was officially extended to all districts and counties of Kunming City. 66 demonstration schools from 10 districts and counties -- Xishan, Wuhua, Chenggong, Anning, Luquan, Panlong, Dongchuan, Shilin, Guandu and Songming -- participated offline in the establishment of low-carbon pioneer schools. So far, expanded with online activities, a total of 381 schools in Yunnan Province and 422 schools outside Yunnan Province have participated in the project. The project has reached more than 800 schools, with more than 100,000 offline participants and more than 1.1 million online audiences.

In 2021, the project management committee evaluated the school's annual project work in 2021 based on the standards of the "Annual Project Evaluation Form" in Annex 1 of the "Low-carbon Pioneer School Leadership Group Management Manual" issued by the project. The first batch of 29 schools were officially awarded the title of "Low-carbon Pioneer Schools".

In 2022, the project management committee evaluated and selected 16 schools in the second batch of "Low-carbon Pioneer Schools" based on the above unified standards. This is to be publicized.
