TCE(Total Control of Epidemic) project was launched on the 20th May 2014 in Butuo County Liangshan Autonomous Prefecture Sichuan Province. The project training session was held in the Women's Federation of Butuo County conference room. In total there were 778 attendees, including 25 township level leaderships, 33 field officers , and project officers.. The leaders of Butuo County Party committee, County Health Bureau and TCE Center in the conference, Michael Hermann, Humana People to People Representative in China attended the conference as well. The conference was held by Zhang Xiuying, the Vice President of the Butuo County Women’s Federation.

Jilieme Rezha, the President of the Butuo County Women’s Federation introduced this project in detail and arranged all related work. She indicated that economic development, social stability, and public health depend on and benefit from HIV/AIDS prevention and control work. The Butuo County Women’s Federation has experience working on HIV/AIDS prevention and control especially in China. The Merck project that was also in collaboration with Humana People to People conducted face-to-face education and promoted condom use with many women in Butuo . The project achieved very good results. This new project has many different focuses, which makes the work more difficult. We hope that relevant departments and the township party committees will give this project importance and actively cooperate and support us. To implement this project successfully, project office also should learn from successful experiences and complete each index according to project requirements.
                    
Li Xu, County health bureau deputy director gave a speech about HIV/AIDS prevention and control work, and helped attendees know more about HIV/AIDS. Michael Hermann, Humana People to People Representative in China gifted the Women’s Federation a placard for the new project office and gave a speech, expressing hopes that people can make great efforts for Liangshan HIV/AIDS prevention.

Field Officers stated that they were confident in the publicity work of the HIV/AIDS project.Under strong support from both government departments and the project office, they will study hard, get invaluable experience, and work on the HIV/AIDS prevention project’s publicity with passion and dedication, hand in hand, in a concerted effort with Butuo County.
                     
Chen Qi, County CPC Committee Member, Chairman of the county federation of trade unions gave a speech emphasizing the implementation of this project, statingthat the township party committee government and the various departments at all levels should strengthen the leadership and responsibility. He also stressed that Field Officers need to attach high importance to this work, study hard, improve themselves, increase publicity, and strengthen project impacts. The project office also needs to increase the training efforts for Field Officers, strengthen coordination, and ensure project operation. The Butou County Womens’ Federation also needs to strengthen supervision and evaluation.
                          
After the launch conference, County Women’s Federation and Humana People to People will train the 33 Field Officers for 14 days, followed by practical activiiesy for 7 days. The Butuo County Women’s Federation and County project office director explained the project requirements respectively.
