According to the cooperation agreement between Humana People to People and Tencent Charity Foundation, HPP POF Shangri-La was initiated in November 2011. The project approaching its closure in 2013 May witnessed the hand over of all operations of 11 POFs  ran by the HPP Shangri-La project office to the local village committee and Education Bureau. Up until 2013 May, the project has been operating 11 POFs in 9 administrative villages (Chezhou POF was suspended between 2011.12-2012.12 due to absence of teacher). 8 parents’ committees were established, 11 teachers were in their positions teaching 275 enrolled children.  If including the 46 children who graduated from POF in July 2012 to enter primary school, a total of 321 children benefited from the project.  The POF project has been highly praised by teachers and the wider local community.

Prior to the handover of operations, HPP invited early childhood education experts from Sichuan Normal University to conduct an evaluation of POF Shangri-La. Results showed that the community preschool classes brought many benefits-
